Although learners must answer graded questions, Storyline 360 lets you make ungraded questions optional.

Making Ungraded Questions Required or Optional in Form View
To make a survey question required or optional in Form View, go to the Question tab on the ribbon and select a value from the Require drop-down.
To make a freeform question optional, you'll need to make it ungraded first, then select User may skip from the Require drop-down.
